Personal data is metadata that derives from living and non-living individuals.

It can be identified as information originating from an individual, transacting with other individuals or institutions.

This is true regardless of the possession or primary control of the information.

Data that derives from intentional action and with the individual's knowledge that it can be harvested.

Data that derives from intentional action but without the individual's knowledge that it can be harvested.

Data that derives from voluntary individual actions, without the intention or knowledge of the individual that it can be harvested.

Data that derives from involuntary individual actions, without intention or knowledge that it can be harvested.

Data that derives from involuntary actions of other individuals, without intention or knowledge that it can be harvested.
